Improving TCP throughput over high latency links

Trying to drive a lot of data over a long link. Pointers to docs for
recent kernels? The stuff I googled is 5+ years old. I increased mem
size, I changed the tcp_adv_win_scale, I got no significant improvement.
Pointers, help? Suggestions?
The exact same hardware and software runs ~7500kB/s locally, only
3700-4500kB/s remote. 100Mbit to the router, dual OC12 out from there.
