Setup squid as http/ftp proxy (http://www.squid.cache.org/) comes
with most distro.

Why not? If Outcrap can talk pop3/imap and send outgoing to a
smtp server, there should be no problem. On the other hand much
security you gain by putting a Linux firewall is lost if you
insist on using hazardous products like Outcrap + IE.

Sure if you configure it to be, unless your ISP is blocking those
ports you want to use.
