Are you sure? Perhaps you don't have the right RPM installed?
(Ethereal is not in the ethereal RPM.)
$ pwd
/fedora/core4/Fedora/RPMS
$ ls *ethereal*
ethereal-0.10.11-2.i386.rpm ethereal-gnome-0.10.11-2.i386.rpm
$ rpm -q -l -p ethereal-gnome-0.10.11-2.i386.rpm | grep man[0-9]
/usr/share/man/man1/ethereal.1.gz
