No, not if like Slack the Vector httpd doesn't have libwrap support.

No. But it shouldn't hurt either.

Don't forget to add "HostsAccess On" to /etc/apache/httpd.conf in the
<Directory /> section - and: /etc/rc.d/rc.httpd restart

(You don't have to restart anything after editing /etc/hosts.allow BTW.)
