What are the results of

egrep -v '^#|^$' /etc/wgetrc

You might wish to (uncomment?) and set

waitretry = 600

or some such to retry automatically (read the comments above the option for
details); I *always* use the -c option on every original request so that it
doesn't have to start from the beginning again in the event of a retry.
