Yes, you need root access, yes, you can create a dangerous (as in
unsafe) network.
By the nature of your query I'd suggest not playing with the mangle
table until you master the basics.

Thanks for your advice ..As a solution to this can I install Linux on
my machine and work in the local host domain ?As of now ,I have to
master the basics of iptables only,but I need to try the various
options
