WAN friendly application

Hi,
I am writing a network application that is going to pump in large
amount of data on our WAN link.
I was wondering if it is possible to dynamically find out the WAN
usage or network load and accordingly adjust the rate at which I send
the data over WAN. I do not want my application to entirely use up all
bandwidth.
Any ideas or pointers will be helpful!

Thanks,
Prasad
