Please help - How do I install Netem

Could some Linux guru please help ? I am running RH 9 (2.4.20-8) on my
box. I have tc installed, but could not find the 'netem' package. I
have installed NISTNet and I am running my box in bridge mode. Do I
need to install 'netem' at all ? What if I start 'nistnet' and then
try using 'tc' with this running instance ? Any hints, suggestions
would be greatly appreciated.
Thanks in advance for your help.
