Could some Linux guru please help ? I am running RH 9 (2.4.20-8) on my

Why are you using RH 9? It hasn't been supported for years. Try
installing a more recent OS like Fedora 9 or Centos 5 or Ubuntu.
(Ubuntu doesn't have a netem package. What is netem supposed to do?)
