Throughput Formula

Need some help. Trying to find a formula or program if a free on exists to
calculate network throughput. I need something that will allow me to use
latency as a variable as most online calculators assume the best latency.

For example, I'd like to know how long it would take to transfer:

.. a 1GB file
.. both sending and receiving side are gigabit ethernet
.. point to point using either OC3, OC12, OC48 or OC192
.. various latency values, 4ms thru 30ms

I have used this site, http://www.ibeast.com/content/tools/band-calc.asp but
I wish it would allow a value for latency, I assume it uses <=1ms for it
calculations.

Generally, my window scaling is enabled (by default) and window size is 256K
or jumbo frame enabled depending on the adapter. Right now the servers are
basically side by side so my current latency is <=1ms but if I were to move
one server to another geographic location I know the latency will change and
effect network throughput.

TIA
.
