Simply take the window size and divide by the latency. For example:
256Kb window, 18mS latency:
(256*1024)/(18/1000) = 14,563,555
So about 14MB/sec max.

As a general rule, your limit is the lower of the maximum window size
divided by the latency or the speed of the slowest link on the path.
Now, if you want to take packet loss into account, things get
complicated.
