Why do you restart the service?

Because he hasn't read the man page. It's pretty clear from his post
that he doesn't realize that you can reload the tables without
restarting the daemon.

A colleague smiled at it and told me that in Windows such changes can be
applied without restart and without interruption.

What does this have to do with which operating system you are using?

Because his colleague (who also hasn't read the man page) is smug
about another OS being able to do it.
