IMHO SuSE installer itself needs 48 MB RAM. Therefore
below 64 MB RAM I wouldn't bother.

If upgrading to 64MB is not an option, you have to go
for a different distribution. I have experience in
Slackware, which still works for 486 with 16 MB RAM.

There I would make 4 floppies.
   - boot
   - 2x root
   - network
Boot with the boot disk (what else?) and it will give
you the instructions. If the network disk recognizes
your network card, you are saved ;)
