Actually you can use the speedstep-centrino via a module perfectly well
with APM in kernels up to 2.4.21(?). However, for some reason it seems
to be removed from some later kernels. Anyway it definitely speeds down
things. This is described in
http://silas.psfc.mit.edu/tp41setup.html#tth_sEc6.11
after which you will find other comments on power saving.
