I had the same problem with my Winbook J4 ever since I got it with the 2.2 and
2.4 kernels. When I switched over to Fedora-2 and updated to the 2.6.6rc3
kernel, suddenly it was able to shut off. So you might pull down the latest
kernel (2.6.7) and build it, enabling all of the acpi stuff, and see if that
fixes it.
