what happens when you go to a console and try to start it by hand?

(again, my apologies if you already did this! looking through your post, I don't
see it.)

at the console just run:

kscd &

do you get some error messages? make sure it isn't already running (or
sleeping).

you may have a permission problem but it doesn't sound like it to me
because of the frozen gui but I don't know.
