filesystem<->kernel link?

Hi,

I was told by a friend that a ReiserFS partition needs to be
re-partitioned each time the kernel is changed/upgraded (the
explanation for that was something to the effect that the ReiserFS is
a feature of the kernel and that each new version of the kernel would
not be able to read an older version of the partition). Is this
correct?
