I think this might be a problem with the BIOS of the motherboard.
Some PCs do it and others don't.
If I'm in KDE, I normally start a new session - (its on the KDE
menu third from bottom). This brings the mouse back into
operation on that session. I can then switch to the previous
session with <ctrl> <alt> F7 and the mouse will be working
there too. Then I <ctrl> <alt> F8 to get back to second session
and log out and that gets me back to first session with the mouse
still working.
