problem with users/groups

hi all,
i have a linux system..red hat 9. i am the only user in the group. my
group and user id=500.
i have a problem with /systemSetting/users and groups.
i wanted to try a program with Suid bit,real user id and effective
user id.
so i thought i'll add another user named 'bala'.
i clicked on users&groups. it asked me for password verification which
was done.
when i entered the details for the new user, it asked me if i manually
want to set the group id for the new user. i didnt want the new user
in my group..so i said 'yes' and proceeded. i chose group id=400. it
gave me a message saying that "group id below 500 not advisable. would
u like to continue...?" i clicked "NO". thatz it.
now i am not at all able to enter user and groups sections. its asking
me for password but not letting me know whether password is
correct/incorrect and not displaying the options for me.
can anyone help me where i went wrong and tell me the solution to the
problem.
