apache ~user permissions

Hi! I've been struggling with a problem dealing with my apache user
configurations.
I have apache 2, mandrake linux 10.0
I can access files in my default /var/www/html directory with no
problems, but accessing files in the ~user/public_html directory is a
bit trickier. I got 403 Forbidden errors at first, and after much
research, I updated my /home/username directory permissions to:
drwxr-x-r-- at which point everything seemed to function correctly.
However, it seems to be a temporary solution, because after a certain
period of time (10-15 minutes, perhaps), it automatically (without me
touching anything) reverts back to drwx------
What could be the problem here, and how would I go about changing this?
