Files near end of partition when shrinking XP NTFS part

Does anyone know how to get all of the files towards the beginning of
the partition? I've run defrag (both gui and commandline) several
times and even tried from safe mode. No matter how many times I run
it, it shows a small group (or one large file?) fairly close to the
end of the partition. The file(s) are not marked as unmovable, so
it's annoying that it isn't moved.
I would really like to get those files moved so I can shrink the NTFS
partition down to about 10Gb and give Linux 20Gb. As it is, I could
only give Linux 2-3 Gb tops.
Even a utility to figure out which file(s) are being left would be ok.
The laptop doesn't have a floppy drive so suggestions like do a backup
and restore or use ghost aren't that helpful here.
