The one filesystem type that all those OSs understand well is FAT. So
you need a FAT filesystem for the shared data.

Install in the order:

Win 98
Win XP
Linux

And use partitions something like:

Win 98 2G
Win XP 4G
Shared data 10G In a logical partition in the extended partition, as
Win98 will only use one primary partition.
Leaving 4G for Linux, which you can partition in the installer or let it
do it itself. If using RH, choose a "workstation" installation type,
don't use "server" as the latter will delete Windows.

Let Linux write its boot loader to the MBR. Now when you boot you should
have the choice of Linux or Windows; if you choose Windows the XP boot
loader should give you the choice of 98 or XP.
