apt-get install suggests gnome-libs-data instead of libgnome-dev

Hi,
when I try to ./configure some stuff for gnome, I get told that
gnomeConf.sh isn't available. As far as good, take google and try to
find a solution: install libgnome-dev.
But when I try this doing "apt-get install libgnome-dev" I get the
message that it cannot be installed and that gnome-libs-data would
replace it ('however the following packages replace it').
But this is absolutely not the case. I can search the whole system but
there is no gnomeConf.sh
I also erased gnome-libs-data (nearly killing my whole system) but even
then I was unable to install libgnome-dev.
Am I doing some really silly mistake or is this something serious?
I am using Debian woody 3.0 US-Version
