User access to applications

I have a number of applications that were installed while logged on as root.
I would like to allow a different user (not root) to be able to use those
applications and all their settings. How do I do that? My 1000 page Linux
manual doesn't tell me, or at least, it doesn't in a way I can understand.

Thanks.
Norm
