It might depend upon how it is being powered down. If it is shutting
down, but not powering down automatically and the front switch is used to
turn it off, that might be just putting it into suspend/standby mode.
Then it comes back up in its last state (after shutdown) doing nothing.

In that case, holding the switch for 5 seconds or more will usually turn
it off completely. Whatever the case it is likely related to power
management settings or jumpers and method of power down.
