Your question has two answers, depending upon what you meant:
1. Somewhere early in the install, /sbin/lilo is copied to your disk. This
occurs during the install of the system utilities.
2. After all system, binary, and user selectable packages are installed, the
installation process creates /etc/lilo.conf; then it RUNS /sbin/lilo to
install the boot loader (boot sector) and to create the /boot/map file.
BTW: RedHat distributes a version of LILO that is >3 years out-of-date.
