QM_MODULES error on 2.6 kernel

I've installed module-init-tools-3.0-pre9 the way it was described in
the guide:
./configure --prefix=/
make moveold
followed by make, make install, generate-modprobe, and depmod, as per
the instructions. I don't have devfs. When when I
generate-modeprobe.conf I get:
modprobe: QM_MODULES: Function not implemented
with a few module names.
When I start my new kernel, it seems none of the loadable modules
loaded automatically. I noticed that to get my mouse to install I had
to modprobe ohci_hcd, since modeprobe hid didn't work.
I've also read that I both must and must not hack rc.sysinit. When I
tried the hacks, none of them work.
