smbmount is part of Fedora Core 1's samba-client package:
$ rpm -qf /usr/bin/smbmount
samba-client-3.0.2-7.FC1

'man mount' seems to indicate that mounting smbfs is handled by an
external program. I don't think this is a kernel issue at all (of course
that doesn't mean it isnt...).
