Frontpage webs show Question Marks????

Hello,
I hope this topic hasn't been asked before recently, but we have recently
made the decision to go Red Hat Linux running Apache on all our web servers,
migrating from Windows 2000. The problem is that all FrontPage-authored
webs start having question marks ("?") sprinkled throughout. Rumour has it
this is because FrontPage encodes webs differently than Linux.

Also, french characters don't show up properly either...this may be a
related problem.

Is there a fix for this beyond editing each page by hand?

Any help would be really appreciated!
