Configuration tool to help create the "rc.serial" file?

Is anyone aware of a configuration tool to help populate the rc.serial
file? We have some access servers built using a Redhat distrubution.
I have looked at the /etc/rc.serial file and believe novice users may
have quite a learning curve populating this file with the proper
commands. Since there are scripts to help build configuration files
for rc scripts, is anyone aware of anything that might help automate
the building of the rc.serial configuration file?
