wvlan_cs not present?

I have a networking problem with my old Dell Inspiron 7000
laptop with Fedora 1. It does its networking through two PCMCIA
cards: a Xircom 10-Base100/modem and an Orinoco Gold wireless.
The Xircom seems to work OK, but the Orinoco has trouble.

When I use the redhat-config-network program to enable the
Orinoco, it says, "Cannot activate network device eth1!
wvlan_cs device eth1 does not seem to be present, delaying
initialization." The little green lights on the card never
come on.

The same thing happens if I use the orinoco_cs driver.

Lots of things look right. When the machine is booted in
Windows, the card works perfectly. "cardctl ident" sees
the card and prints its information. "lsmod" shows that
the driver(s) are loaded.

The only suspicious thing I can see in the dmesg output is
  orinoco_cs: register_netdev() failed
  orinoco_lock() called with hw_unavailable (dev=cc364000)
This doesn't clarify anything for me.

What else should I try?
