For plain text files, Emacs (run under X11) suffices. Make sure your
distro vendor is not trimming away the i18n parts from its binary
packages.
For other programs, your mileage varies according to how well i18nized
those programs are. (e.g. gaim works very well. mozilla also
supports Chinese inputs, in addition to display. Learn about the
"LANG" env. var. Read 'man locale'.) You'll need to install 'xcin' to
type Chinese in these programs.

I remember OpenOffice.org did offer versions in a wide variety of
languages, including BOTH traditional and simplified Chinese.
