Even with cheapo realtek you should get about 6-10 MB/s out of
100 Mbit ethernet running scp with halfway recent hardware.

Try (as root) 'mii-tool', from some VT/kvt/xterm, on both
systems, you should see something like:
(usually realtek cards support mii-status with recent drivers)

 eth0: negotiated 100baseTx-FD, link ok

Check the output of '/sbin/ifconfig' for those lines:

RX packets:1145548 errors:0 dropped:0 overruns:0 frame:0
TX packets:1362091 errors:0 dropped:0 overruns:0 carrier:0
