The scripts that are started during the boot process are numbered,
they are started in that order. Change the numbering and you'll
change the order.

Example: if your Sxxpcmcia is S99 and your Sxxnetwork is S80,
make Sxxpcmcia S79pcmcia and it will be started before the network.

Note that those are links to the real scripts and not the scripts
themselves.
