Yes. You have a couple of good choices.
You can
a) configure the Linux system to have a local X server that exports the
display using the VNC protocol. You can then run a VNC client on your
WinXP system (this can be the java client, running in your web
browser) to 'see' the desktop remotely, or
b) you can install an X server on your WinXP (I use CygWin's free port
of XFree86 for WinNT, but you can use one of the other products that
other posters have recommended), and run applications on the Linux
system that display /directly/ to your WinXP X server.
