'cos there is only one laser, to keep it all cheap. It's not like a
tape recorder. If it were to do an erase-write cycle each revolution
would take twice as long and they could not put impressive numbers on
the box. By making you do the format pass in your own time, they
don't have to admit to it in the speed tests.
Cheap cheap cheap fast fast fast = not as clever as it might be.
