My Fedora Core 2 n server does this "out of the box". The problem, if
you have one, is probably in your bios setup. You have to tell the
bios that it will boot without keyboard and/or mouse and/or monitor.

I also have one server where it is not possible to do this, so I have
to have a keyboard and a mouse connected to it. A bit annoying
actually. Maybe a bios upgrade will help me, but I haven't gotten the
energy to carry my only spare monitor down to the basement yet.
