how come GUI can do while command line can not

Hi,
I am wondering what is happening under the hood...
If I run command like, shutdown and init, I am prompted that I do not
have the privelige to do that, but i can click that Red Hat icon on the
left corner and select re-boot.
Does that means the GUI have root permission?
