Which is correct, does this choice allow you to choose either Windows 98
and Windows XP?

Are you saying from the Windows bootloader you cannot boot Windows 98?

OK, but it will take some work...
GRUB needs to be reinstalled and both Windows 98 and Windows XP needs to
be (re)installed on primary partions (both need to be hidden from the
other).

This is possible but will require lots of additional work. Windows (both
Windows 98 and Windows XP) uses it's own bootloader and the switches
needed are not possible from the GRUB bootloader.

Show us the output of;
(for IDE) fdisk -l /dev/hda
(for SCSI) fdisk -l /dev/sda
That's the letter 'L' and not the number one in the commands above.
