Error starting up http server

I get this error message when I try to start up the apache web server
on my FEDORA Core3 box via the Services Configuration UI:
httpd failed. The error was: Starting httpd: /usr/sbin/httpd: error
while loading shared libraries: libpcre.so.0: failed to map segment
from shared object: Permission denied
[FAILED]
Changing permissions to 777 for libpcre.so.0 (actually to what its
linked to) didn't help. Any clues as to why root can't start my httpd
server?
