startup apps per workspace at fluxbox

Hello
I'm using fluxbox and I would like to launch applications at startup per
workspace.

My ~/.fluxbox/apps file looks like:

[startup] (screen=0) {xterm}
[startup] (screen=1) {mozilla}

It causes the xterm to be started at first workspace but mozilla isn't
started at all.

What's wrong with my apps file, maybe there is another solution to that
problem.
