I am not sure if the above option should be on the kernel command line
or in the /etc/modules.conf, depending on whether the option is for the
PCMCIA *module* or for the Cardbus interface that is compiled into the
kernel.

I must compliment you for providing very good information about the system
in your post. Let us know if adding the pci=biosirq helps. Otherwise this
system is so old that it is hard to remember technical details applicable.
