vsftpd - connect attempt failed

Hi.
I am using RedHat 9 and vsftpd worked fine before.
After some files were touched, I can not use vsftpd.
It gave an error "connect attempt failed", even though I can login with
the same user account with the SSH.
I uninstalled vsftpd, and reinstall the rpm, but it doesn't help.
I have nothing in either hosts.deny or hosts.allow.
What is the possible reason?
