The thing is, there are valid bus design reasons to get rid of ISA drivers and slots as fast as can be done - which is one reason why new systems rarely have any ISA slots on the motherboard, and pretty much all manufacturers stopped making ISA cards years ago.
And there are valid reasons to preserve them. Ask any embedded programmer, or someone who needs to create fairly precise timing at the interface. Or even the man who needs his serial and parallel ports. USB does not cut it.
Then there is the need for a simple peripheral interface. You can't build something suitable and plug into a PCI socket. Yet a couple of PLA chips can reliably interface to the ISA.
