Logic would suggest that the computer must already be powered up and booted
in order for a scheduled event to be started.

I use Fedora Core 4 and when I switch on it boots into Linux and then logs
into my user account without my intervention. If you used a similar setup
with an external time switch that would power up the computer at the
required time that may solve your problem.
