Yes. Don't bother. FTP has a number of very serious issues for secure
operation, including difficulty in configuring proxies for the 2 ports it
normally uses and about 47 different ways of doing encryption for FTP, none
of which seems to have become standard. And there are about 12 different
tools called SFTP, all of which work somewhat differently and many of which
require diferent servers.
Instead, if you don't need to use symlinks or hardlinks, use HTTPS/WebDAV.
Apache easily supports read-only access via HTTP or HTTPS: WebDAV allows you
to create an upload setup that is directly accessible from Windows for
cut&paste operations, and has good Java tools and built-in operation for
tools like Konqueror for other operating systems.
