Why? - I have DHCP turned off on my router. I use static 192.168.xxx.xxx
IP addresses on my (tiny) network, and entries in the 'hosts' file. I
also use BIND9 on my internal server for DNS resolution, which works fine.

And all mine springs to life, so long as my ADSL Router/Switch is alive,
without any DHCP.
I agree that DHCP should work this way, but I prefer the local control
of telling all my kit what *I* want.
