'usr' originally meant 'user'. It is where users had their home
directories. When the number of programs grew those not needed before the
other disks/partitions were mounted were moved to /usr/bin. Eventually
home directories were moved to /home. /usr then became the place for
everything not needed in single-user mode. More recently the FHS was
designed to take into account remote mounting, sharing, sensible
partitioning, and backward compatibility.
