How do I modify cupsd.conf permanently?

I have a small file and print server running Fedora Core 4 - which is
*not* connected to the Internet.
In there I use CUPS to provide printing to all workstations in the LAN.
It works beautifully but every once in a while, something in the system
keeps resetting it to local printing only. That is, accessing the CUPS
printers is possible only from that server, but not from the LAN.
I tracked down the problem to some "magical resetting" that the system
does on the following files:
/etc/cups/cupsd.conf
/etc/cups/mime.convs
/etc/cups/mime.types
I understand that "the system" tries to protect me (very kind of it),
but my LAN is accessible only to me and so I don't really need this
extra security. How do I shut it off, so that the system doesn't keep
cancelling my changes?
Alternatively, what is "the right way" of touching the above files? The
last few lines in my cupsd.conf read:
