Pb of USB pendrive detection

When I boot my linux os, if my usb pendrive is already connected, it
isn't detected. I must remove it from its plug and reconnect it for it
to be recognized by linux.
So, When I boot over it, I get a message "Unable to mount root file
system".
I've patched the kernel with the USBboot-2422.patch patch to replace
the kernel panic by a loop which tries to mount the root file system.
Now when I boot from the pendrive (with patched kernel), A message
"VFS : cannot open root device, ... Retrying in 1 second." appears. I
disconnect my pendrive and reconnect it at this moment ans it is
detected. The root file system is mounted on the pendrive and the
startup procedure runs ok until the end without errors.
My kernel is 2.4.30 and the distrib is Red Hat 7.1.
All the drivers are in the kernel (no modules) : USB, SCSI,...
Is there a method to force the detection of USB pendrive at boot even
if they are already plugged to the PC ?
